Born in Gönyeli in 1965, he completed his bachelor's, master's, and doctoral degrees in the Department of Electrical and Electronics Engineering at Eastern Mediterranean University in 1990, 1993, and 1999, respectively. From 1998 to 2000, he completed his military service. He served as a lecturer in the Department of Electrical and Electronics Engineering at Near East University from 2000 to 2008 and from 2012 to 2013. He became an associate professor in 2007. Besides his teaching duties, he has held various administrative positions, including department vice chair and vice dean. Since 1992, he has been a member of the IEEE and the Chamber of Electrical Engineers. From 2008 to 2011: He chaired the Telecommunications Supreme Board. He became President of the Information and Communication Technologies Authority in June 2013, and he still holds that position. He is married and has one child.
Born in 1978, he graduated from Lapta Yavuzlar High School in 1994. After graduating from the Computer Engineering Department of Near East University in 2000, he has gained various work experiences in software development, network installation, IT, university and media. His areas of interest include computer communications and networks, internet technologies, and fiber optic systems.
Born in Nicosia in 1969, he completed his undergraduate degree in Electrical and Electronics Engineering at Eastern Mediterranean University in 1993 and his master's degree in the same department in 1996. Between 2000 and 2011, he worked abroad as a technical support and service engineer in GSM mobile network management systems. He has knowledge and experience in electronic certificates (e-signatures). He served on the board of directors of the Information and Communication Technologies Authority from 2012 to 2015. In May 2019, he was reappointed as a board member of the Information and Communication Technologies Authority, a position he continues to hold.
Born on October 26, 1955, Ümit İlhan graduated from Nicosia Turkish High School in 1973 and continued his education in London, England. After graduating from the Computer Science Department at the Polytechnic of Central London in 1981, he worked in London for a time. He returned to the island permanently in 1983. Between 1983 and 1986, he taught computer courses approved by the Ministry of National Education in private tutoring centers. His employment in computer sales and service at Birinci Holding spanned from 1986 to 1990. Between 1990 and 1995, he was employed by Bircom Ltd., working in sales, service, and commercial program development. From the founding of Kıbrıs Hürbank in 1995, he worked in banking software development and implementation, serving as the bank's information processing manager until 2003. From 1990 to 2003, he worked as a part-time lecturer in the Computer Informatics and Computer Engineering departments at Near East University. Starting in 2003, he lectured full time on Computer Engineering at Near East University. In 2007, he finished his PhD in Artificial Neural Networks and Fuzzy Logic. In 2008, he received a promotion to assistant professor. He served as the Director of the Near East University Graduate School from 2008 to 2017 and as the Vice Dean of the Near East University Engineering Department from 2008 to 2016. He is married with two children.
Born in Nicosia in 1963, he graduated from Turkish Maarif College in 1981 and from the Department of Electronics Engineering at Hacettepe University in 1985. He completed his master's degree in Electronics Engineering at Hacettepe University in 1987. After completing his doctoral studies at Middle East Technical University, he returned to Cyprus in 1989. From 1985 to 1989, he was a Research Assistant at Hacettepe University. Between 1989 and 1992, his work included lecturing at Eastern Mediterranean University. From 1992 to 2007, he taught Physics and Mathematics. In 2007, he became Director of the Department of Telecommunications. He retired in February 2019. He served as Vice President of the Prime Ministry's Information Access Evaluation Board and as a member of the e-Government Executive Board.
Prof. Dr. Mehmet Toycan received his BSc degree from the Department of Electrical and Electronics Engineering at Eastern Mediterranean University in 2004. He received his MSc degree in Telecommunications & Information Systems and his PhD in Electronics from the University of Essex, Colchester, United Kingdom, in 2005 and 2009, respectively. He received a doctoral training award from the European Physical Sciences Research Council (EPSRC) for his PhD in 2005. During his doctoral studies, he conducted research at the Access Networks Laboratory in the Department of Computer and Electronic Systems at the University of Essex.
Born in Nicosia in 1973, he graduated from the Turkish Maarif College in 1991. He received his B.Sc. in Physics from Middle East Technical University in 1996, followed by an M.Sc. (1998) and Ph.D. (2004) in the same department. During his doctoral studies, he was awarded a European Science Foundation scholarship and conducted short-term research as a visiting scholar at Vrije Universiteit, the Netherlands. His research has focused on the experimental and theoretical investigation of the optical properties of various light-harvesting systems. In addition, he has worked on issues related to web accessibility and e-government. From 2004 to 2024, he served as a lecturer at Near East University. At the same institution, he acted as Coordinator of Physics Courses (2005–2011, 2014–2016) and as Vice Chair of the Department of Electrical and Electronics Engineering (2008–2009). He is currently a lecturer and Coordinator of the Physics Group at Middle East Technical University, Northern Cyprus Campus. He is married and has one child.
