What is the mobile wireless usage charge?

The Mobile Wireless Usage Charge is a charge that every active GSM subscriber is required to pay to the State for technical supervision and similar services, as stipulated in Article 63 of Law 6/2012, the Electronic Communications Law, and by the By-law on Mobile Wireless Terminal Charges, which entered into force on 20 December 2012, with Issue No. 670. 

National telecommunications regulations implemented the mobile wireless usage fee on September 1, 2013, and introduced the mobile license fee on January 1, 2021.

The following formula calculates and collects the Mobile Usage Fee, as stipulated in Article 2.b.2) of Schedule Seven annexed to the Electronic Communications Law No. 6/2012.

The Mobile Wireless Usage Charge is 0.95 TL, according to the relevant legislation, and is added to the bill for each related month for postpaid lines. It was collected under the "Mobile Wireless Usage Charge" title. In prepaid lines, it is collected by deducting 14.62 vouchers, in exchange for 0.95 TL, from the remaining vouchers on the first day of each related month. After the voucher is reduced, subscribers are sent an informative SMS.

The Wireless License Fee is a one-time charge collected by the communication provider on behalf of the Authority at the time the subscription agreement is signed. It is paid in advance for each postpaid or prepaid line registered in the system and applies to both types of subscribers upon activation. 

The Wireless License Fee is charged again in all cases that require a new subscription agreement. However, subscribers who transfer (port) their number from another operator are not charged this fee again.

The Mobile Usage Fee is calculated and collected by the following formula, as stipulated in Article 2.b.2) of Schedule Seven annexed to the Electronic Communications Law No. 6/2012.

The Mobile Wireless Usage Fee is collected from all active subscribers regularly. The Wireless License Fee is also a one-time charge for all subscribers upon signing the subscription agreement. 

According to Article 12 of the Mobile Terminal Wireless Fees Regulation, and based on Decision No. 2020–K/BTHK–45.111 dated 11.12.2020, the Board of the Information and Communication Technologies Authority (ICTA) has decided not to collect the Wireless License Fee and the Wireless Usage Fee from POS devices, vehicle tracking systems, mobile internet users (non-voice data users), telemetry systems, handheld terminals, and other Machine-to-Machine (M2M) devices as of 01.01.2021. This decision aims to support the adoption of new technologies, promote their widespread use, and accelerate the transition to an information society. It will remain in effect until the Board makes a different decision.

“Active Subscriber” is any postpaid or prepaid user who, within one month, has started at least one call, received at least one call, sent at least one SMS, or performed a data service authentication.

Telsim (Vodafone Mobile Operations Ltd.) and KKTCELL (Kuzey Kıbrıs Turkcell) collect the fee from all postpaid and prepaid subscribers

On the first day of each month, the Wireless Usage Fee for that month is charged to your account as a payable amount. If your balance is sufficient, any outstanding fees will be collected before the commencement of services. However, if you do not meet the active subscriber criteria during the current month, the cost is refunded to your account on the first day of the following month.

The Minimum Top-Up Amount is calculated by subtracting your current balance from the sum of your accumulated debt and the minimum top-up amount set by your mobile operator. If you have outstanding debt in your prepaid account but an insufficient balance to cover it, you must top up at least the Minimum Top-Up Amount to continue using your line.
