Duties and Responsibilities

Authorization

  • Receiving, reviewing, and allowing applications to operate electronic communications networks and/or provide electronic communications services
  • Receiving, reviewing, and allocating applications for frequency and number assignments
  • Determining the service quality of services to be provided by service providers
  • Developing the numbering plan and ensuring its effective use
  • Planning, managing, and allocating, coordinating, and registering spectrum
  • Establishing and Protecting Competition
  • Ensuring and protecting competition in the sector
  • Implementing regulations to eliminate practices that prevent, distort, or restrict competition
  • Monitoring, investigating, and imposing sanctions on competition violations occurring in the electronic communications sector

Regulation and Supervision

  • Conducting market analysis for the sector
  • Taking additional corrective measures for communications providers with significant market power
  • Monitoring and supervising compliance with legislation by those operating in the sector
  • Implementing administrative fines and other sanctions in the event of non-compliance with the procedures prescribed by legislation
  • To carry out necessary regulations, monitoring, and auditing, including tariffs, access, access authorization, numbering, spectrum management, granting installation and use permits for radio devices and systems, spectrum monitoring and auditing, and market surveillance and auditing.
  • To issue conformity certificates for network and terminal equipment used in electronic communications.
  • To monitor and audit service quality and standards in the sector.
  • To develop, publish, monitor, and ensure compliance with standards for technical equipment and radio transmitters used in the electronic communications sector.

Protection of Consumer Rights

  • To monitor and audit necessary regulations regarding the rights of subscribers, users, consumers, and end users, as well as the processing and privacy protection of personal information.

Reconciliation

  • To establish rational procedures for resolving disputes between communication providers and between communication providers and users regarding access, interconnection, or other regulated matters.

Technical Regulation and Standardization

  • To perform general measurements regarding the use of channels and frequency bands and the technical and operational characteristics of transmitted electromagnetic signals, and to control and audit these.
  • Unauthorized to detect and block radio transmitters and sources of high-frequency electromagnetic emissions and radio interference, and to work to resolve other issues related to the efficient use of the radio spectrum.
  • To promote the efficient and high-quality use of the radio frequency spectrum by different radio transmitters in electronic communications and to coordinate the deployment of many radio transmitters to ensure the efficient use of space.
  • To take measures specified in legislation to ensure the proper protection of national security, public order, or public service in the electronic communications sector.
  • Informatics
  • To monitor developments in the electronic communications sector and conduct necessary research to encourage the development of the sector.
